No, it's not new at all.  I played around with Hercules last night, and figured 
out that in addition to using 3.12, I needed the following added to my 
hercules.cnf file:
ARCHMODE  z/Arch
MODPATH /usr/lib64/hercules/
LDMOD dyncrypt

After that I was able to boot SLES12 SP1 without getting the "more recent 
processor" message and abend.  For whatever reason, I also had dyninst also on 
the LDMOD statement, but that didn't seem necessary for things to work.
