Yes, we can confirm similar strangeness had occurred after applying the kernel patch and restarting, on servers with 32-bit apps.
Four were patched with the 24 Jun, 2016 (the Linux Kernel 12631 s390x ) kernel, and one did not have the runaway CPU issue (and debug console spit upon initialization). That lucky one did NOT have any 32-bit apps running. Also had a Tivoli mon server that complained about 'socks' upon startup, although sans the same debug spit seen on the two with 32-bit apps (Mainview and ConnectDir). Saw the new kernel patch come out in August (SuSE never got back to us on that) via their patch finder (download) website. Applying the kernel patch in our next patching round, so hopefully it was resolved as SuSE support says.
