I think the idea was for the params to go to 0x40a000.

No, I don't believe we've ever actually tried it, it's just there as a
placeholder, as we *will* need it when boxes get so big (WILDFIRE)
that we can't generate physical addresses to access all the (possible)
hardware bits using 43-bit KSEG... ;-}
