If you have an Assabet or a LART it's quite easy:

  echo 132700 > /proc/cpu/clock/current

Note that Assabet currently doesn't go lower than 147 MHz.

If you don't have an Assabet or a LART, you need to change the code in
arch/arm/mach-sa1100/cpu-sa1110.c or arch/arm/mach-sa1100/cpu-sa1100.c.
