I would consider something like the Corel Netwinder and see if you can
modify it approprietly or enclose it in something. It does contain a hard
drive,
I'm not sure if there is any easy way to replace this with say a compact
flash disc if needed.

A 200MHz StrongARM is in the same ball park as the P133 I reckon; but
without the floating point support (I hope you didn't want that!).
Something else you might consider, depending on the exact problem is one
or more EBSA285 evaluation cards on a PCI backplane and with a power supply
of your choice.
