The SA1100 is USB client only, and I'm not quite sure if an USB client can
initiate a transfer.
BTW, I was actually thinking about BOOTP/TFTP over ethernet.

If it is the only device on your USB bus it should work. Judge for
yourself if this is a severe bug.
