Jay,
        Like Chuck asked, how big is the drive you want to install it on?
It sounds like you have a few PC's to work with.
I may be new to linux, but have a few suggestions:
1.  If you want to run telnet, it'll be on a network, right?  Get a couple
cheap [compatible] network cards and do a network install.
2.  Make 2 partitions on the hard drive, remove it, install it on a PC with
a CD-ROM drive and copy the install files to it, then put it back and
install to the other partition.
3.  Put one drive in the machine with the CD-ROM drive, install all the
install files, then temporarily install it in the PC's you want to install
linux on, say, /dev/hdb.  Once it's installed, remove it and move on to the
next machine.
4.  Use DOS interlink/intersvr(sp?) util to transfer files over a serial
cable - or laplink, etc. . . 
5.  Temporarily install CD-ROM drive on the machine (or buy a cheap one) and
remove it when you're done.  (extra hardware never goes to waste)

Just some ideas.  I'm sure you'll find a way to stay within you're budget.
