you need to install a ftpd  as in a ftp daemon, you have the ftp 
client software, you cannot ftp into your machine if you only have a 
ftp client installed on it.

you should first learn about the security issues that you will create 
by enabling ftp service before doing so.

once you have done that the two most popular ftpds for GNU/Linux are 
probably wu-ftpd and proftpd both of which have bad security 
histories.  so read lots of documentation and warnings and configure 
them very very well and most importantly check for updates VERY 
frequently.
