You need to install the ftp server daemon, eg, wu-ftpd

The server is a totally different beast, NOT the same as the
/usr/bin/ftp client program.

It's on your distribution CDROM.

However, there are security updates available for it which I strongly
recommend that you use instead.  (ftp://updates.redhat.com/ and
mirrors).

Also, for security purposes (if you have your box exposed to the
internet) make sure that you use tcp_wrappers on all inetd daemons via
/etc/hosts.allow and /etc/hosts.deny.  See the hosts_access(5) man
page for details.
