The "connection refused" error usually means that the remote site won't let you
connect to it because no server is actually listening on the port you are
trying to use. You may wish to try a different NTP server.

The problem may be in your ntp.conf file, but, to give you a proper answer with
respect to this possibility, it'll be necessary for you to include at least all
"server" and "restrict" directives. Better yet, include (or attach) the entire
file.
