Your ntp.conf file contains 8 server directives. I've tested them all from
here. I can reach all of them, and they all do indeed respond to time queries.
My guess, therefore, is that, for whatever reason, one or more of them is not
reachable by you.
I don't know anything about your network configuration, but it may be that
you're behind a firewall which is getting in your way. I recommend that you
test each server's accessibility individually via the ntpdate command.
Some additional comments, if I may be so bold: You are synchronizinhg to eight
servers, whereas it is stated by the NTP people that any given site should
restrict itself to 3 or 4 so that the worldwide load can be more reasonably
shared. You are pointing at a stratum 0 server, i.e. molecule.ecn.purdue.edu,
which is a no-no unless you yourself are a world-wide high-availability NTP
server which others to use and rely on.

This means that, because the kernel clock is now synchronized to a reliable
time source, the kernel will automatically, periodically, insure that your
hardware clock is also correct. Linux itself doesn't rely on the hardware clock
except at boot time. When booting, Linux initializes a software clock within
the kernel to the current value of the hardware clock, and then counts interval
timer ticks. The automatic hardware clock synchronization is good, however,
because it insures that Linux's kernel clock starts off about right, and
because other operating systems (which shall remaion nameless to protect the
guilty) actually do rely on the hardware clock setting.
