I have a QMail installation with an users/assign file like this
       +:webuser:505:505:/home/webuser:::
Notice that I have omitted the dashes from the penultimate field.
In the .qmail file in /home/webuser i have this line
         |/home/webuser/filtermail
But Qmail is not processing this line. since the user 'webuser' doesn't
have a Maildir, Qmail simply gives an error message
"could_not_chdir_to_maildir" and queues the mail.

If however I put a '-' in the penultimate field, and the same line of
.qmail in the file .qmail-default, the program is executed.

The dot-qmail man page says that first the .qmail file is honoured during
local delivery. If .qmail-extension or any appropriate file is not found
the _LAST_ option is the .qmail-default file.

Why is this happening? Is it because of the '+' in the first field? I want
to catch ALL the mails for every user of the domain. I think only in case
of an exact '=webuser' match .qmail is used. That works for the other
accounts that I have. Am i right there?

Regards,
 Sandip
