I'm no expert, however the ipfwadm man page says that -m is an option.
Shouldn't the line above therefore be (ipfwadm-2.3.0-5):

/sbin/ipfwadm -F -a accept -S 192.168.0.0/16 -D 0.0.0.0/0 -o -v -m
