I see two ways:
first have cron strat and stop the different dialds, this would be fine if your
machine is usually running all the time

use the restrict lines in the config file, be careful about mutual dependencies
I dont know if you must put all your rules between the apropriate restrict lines

I only use the restrict commands only to consider the phone billing, put these
commands to the end of my config file:

(these rules consider Germany`s -T-elekom city rates)
># 4 min = 240 s Takt
>restrict 00:00:00 04:59:00 * * *
>or-restrict 21:00:00 23:59:59 * * *
>impulse 185,195,45
>#
># 2:30 min = 150 s Takt
>restrict 04:59:01 20:59:59 0,6 * *
>or-restrict 04:59:01 08:59:00 1-5 * *
>or-restrict 18:00:00 20:59:59 * * *

anything like 'ignore all' must appear before other rules to be considered in
the way you would intend.
