That depends on how you want to decide which ISP to pick.  Three ways I
can think of:

        1) depending on time of day
        2) depending on total time used so far in a month (or other period)
        3) depending on routing

1) is the easiest.  I have done it by adding time-based code to my connect
script.  You just need one diald.  I'll send an example if you want. 

2) again could be done by code in the connect script.  You'd need some
program that would calculate how much time you have already used on a
certain ISP and code to decide when to switch to another.

3) is the most complicated scenario.  It is discussed in the archives.
