Presuming 2.2.1 make menuconfig:
You have to have enabled "development and/or incomplete code/drivers" (Code
maturity level options)
Then under "Networking options" enable "Kernel/User netlink socket" (read
the help given here).
Then under "Network device support" you should see the option for "Ethertap
network tap".

There may be more dependencies but that's what did it for me.
