For most of this junk, not only don't you want the line to
come up for it, you don't want it on the line anyway for
security and other reasons, so you block it with ipfwadm.
If you still need more flexibility, I am told that the
the built-in ISDN stuff is much more flexible if you use
the new TimRU (time rules) stuff.
