Thanx for  all the help, I think i got it.
I don't want a cron job to force the connection up since the connection
doesn't have to stay up, 
it just has to be available. The business in question  gets charges 4 cents
a minute for phone calls.
so staying up all the time can get expensive.
On the topic of Rodneys post,  if i read it correctly. if you have anything
in the 'up' section the connection will stay up during the times specified?
