Ver 0.98.3 wont compile

I fetched diald-0.98.3.tar.gz from diald.unix.ch and it won't do make
depend because it can't find /usr/include/linux/netlink.h.
What gives now?
I have a new RH 5.2 installation with kernel 2.0.36.
