Offhand it sounds like an interrupt (or io port or DMA?) conflict.  Check
that no other device is sharing the interrupt your modem uses; if another
device like a mouse is using the same interrupt, you'll get errors
whenever that device generates an interrupt.  A common, nasty situation 
is with ATI video cards and COM4.

But if errors only occur during downloads, there is another possibility. 
For safety, the IDE driver masks other interrupts while it is talking to
the hard drive (i.e., while it is saving the data you're downloading) 
which can cause serial port overruns.  You can unmask interrupts with
"hdparm -u 1 ...".  Read the hdparm man page carefully before trying this,
though, especially the portions that mention "MASSIVE FILESYSTEM
CORRUPTION", and back up your data and stress test your system with the
new settings before saving anything else important to your hard drive.
