Did you upgrade diald at all? At one point an up link would be
taken down if it was blocked or requested down however that
changed to only if requested down. This is a change in behaviour
but makes sense. You may want the link to become blocked after
the current usage finishes - without having to watch for it.
If you want the link to go down immediately as well you can
request it - after all you must be there to make the decision
or you wouldn't be there to block it in the first place.

  Off hand I'm not sure when this change happened but I think
it's in the wild and not something I did...
