When you are using an ISDN TA it will not automatically dial up to the Net,
you will need to run DialD to get it to do this. If you get an ISDN Router
with Diald-on-demand functions you can have Diald functionality in the
router (some even support filtering options and spoofing).
When you use an internal ISDN card you will be forced to use the ipppd
daemon, when using an ISDN TA you can just use the normal pppd daemon
because the terminal adapter behaves like any other modem (preferred way to
go in my opinion, also because these adapters usually provide better
throughput and less load on the system --> make sure you have a fast serial
port though :-))

Some expensive ISDN routers provide these options (I believe Cisco has a
router that does this) but it is way cheaper to use Diald for this and
usually you get more ways to control behaviour.
