as has been pointed out several times, fetchmail can do most of what you
need.

if your ISP is friendly, and you can bear hacking sendmail/qmail/
MTA-of-choice into shape, the best bet of all is to have your ISP hold
mail in queue for you, and then you use the ESMTP "ETRN" command to flush
their mail queue every time you connect to them.
