Not knowing what system you're on, i can only guess:
- have you specified the device for the modem (usually /dev/ttyS0 or
/dev/ttyS1)?
- is /dev/modem a symbolic link to the appropriate /dev/ttySx?
- is another program active on the device? (read /var/log/messages for
messages of a process connecting to the modem)
- have you installed all necessary software?
