Thanks for the Info..  I got it finally working early this morning
with trial-n-error, and some assistance with responses from
the Mailing List.  Ended up being I needed to use
"Username * password" Format in the Secrets.  Additionally,
added the "noauth" to the PPP Options File.

It ended up my ISP really is a CHAP based verfication (I
could swear it was PAP).  I find it strange though I was
able to use PAP with the earlier version of DIALD and
PPPD (on RH6.0).  Must be a bug (feature) of the older
versions (I am still using the same PAP based Configuration
on RH6.0 at my office - I will try changing it to CHAP and
see what happens).
