I have a similiar set up as you except I use win 95. You only need tcp/ip. In
control panel click on network properties then click on tcp/ip then click on
properties. This will bring up tcp/ip properties. Click on bindings. There will
be two check boxes, client for microsoft networks and file and printer sharing
for microsoft networks. Check both. You don't need a wins server. In directory
\windows there is a file called hosts. Add all your computers ip addresses and
names in there.

But I have no other option if I want to do peer-to-peer networking in the
Win environment, right? I can't do it just with tcp/ip.
