It's almost certainly sendmail doing a dns lookup.  If you check your
system logs, you'll likely find something similar to this:

  ...diald[378]: Trigger: udp 192.168.0.98/1051 208.222.251.2/53

the '/53' identifies the name service (DNS) port.

Getting sendmail to stop doing this (and still send mail sanely) is a
first-class exercise in frustration.  Trying to explain how to do it
is only slightly easier.

Are you sure you need to run sendmail at all?

Go to www.sendmail.org, check out the FAQs and other docs.  All the
pieces are there, you just have to put it all together.  I also found
some good advice at http://www.unseen.demon.nl/linux/mail.html.
