hey paul,
you could use the "device" stanzas. set up soft-links to your modem (or
whatever), like, say modem.5550-1234 and modem.555-4321 etc. then,
modify your dial script to detect what device it's given ($MODEM), and
dial a number accordingly. finally, make sure to trap whatever "error"
result you get from a "broken" number (say, "NO CARRIER"), and use `at`
to spawn a "locking" process (i.e. one that does something like `echo $$
> /var/lock/LCK..$MODEM ; sleep 300` ) for that modem.
