Also take a look a QNX, which is a UNIX-like OS. It is r/t and has a small footprint.
However, the price per unit may be too high - at least it was last year (unless they
have got some sense and dropped it).

There is realtime extensions for Linux, but given your other requirements,
Linux might not be what you are looking for. Take a look at eCos (you'll
find it at sourceware.cygnus.com)
