Exactly if you wish to find out what is lingering behind you shouldn't
use it as the target version for the fix, I think, because those _are_
bugs left over from previous versions and still open.

Filing bugs against future versions doesn't make sense; IMHO, just
filing feature requests.

That policy seemed to make sense to me.  Which is, I think, what you
agreed to recently in private mail.

There's also a wiki page - which slightly differs in how features should
be tracked, but is about the same for actual bugs -, but before I update
that, a memo with the policy of the week would be good to have.
