That's very weird. You can try running IPaddr by hand like this:

ocf-tester -n dummy-id -o ip=1.2.3.4 /usr/lib/ocf/resource.d/heartbeat/IPaddr

(Of course replacing 1.2.3.4 with the IP you want it to manage.)

Then try to find out why it fails.

It seems something is quite confused about the Centos/RH packages right
now. Where did you download your package from?
