Aha!  After changing the permissions on our plugin to 0755 it showed up in the 
GUI.  Thank you for your help.

Is there documentation or a plugin BKM where I should have been able to figure 
this out for myself?

Not sure about the GUI, does your plugin show up on the command line 
with stonith -L?  If not are the attributes correct?  The plugin needs 
to be a regular, executable file that is NOT writable by group or others 
(done for security purposes I believe).
