AFAIK, any of the 1.4x or 1.5x versions should work.  That patch was to
add ROSE (which isn't used around these parts).  

Try 'route --version' to see what version of net-tools you have and what
protocols are supported.

I have Debian 2.1 on one box, which has the equivalent of net-tools 1.45
(but no rose).  My other box has Debian 2.2 (unstable aka potato) with
net-tools 1.51 (including rose).  Actually Debian doesn't package
net-tools by itself but includes the various pieces in the netbase
package.
