Not true... libata gets auto-propagated into -mm, and Andrew pulls regularly.

I believe the point was that getting things into libata is glacial
compared with getting them into -mm.  Witness the PMP patchset.

I don't think PMP was ever in -mm?

But regardless, people can send me "for test only" or WIP stuff that I can auto-propagate to -mm via libata-dev.git. I keep many libata-dev.git branches alive with testing and WIP code, and it doesn't consume much time at all.
