Well, that's because (*)no Microsoft user ever wants to downgrade. And

And what do you mean "other OS"? They don't need Hebrew anyway, they know
enough English :)

I think, somewhere ago, HLA (Hebrew Language Acedemy) had clearly positive
role, because Hebrew was ancient language that had no terms for various
modern stuff. They just invented it and put it to use. But now, Hebrew can
stand on it's feet without help of the HLA, so it might be time for them
to step aside and not to mess with language evolution, but rather register
and track it, as equivalent institutions over the world do,
