There was a discussion on debian-il. The short summary:
1. ftp.tau.ac.il:/pub/OS/Debian mirrors most of Debian i386
2. Debian has netselect, and even something like (I don't remember
exactly) apt-netselect, which can select the fastest mirror for you.
The fastest people found were .no. and .it., both more than 0.5Mbit ADSL.
