Depends on how you are connected. For .ac.il (that is, at least
me and Eli), it's much faster. Others - please check and report.

Maybe, I am not sure. I don't know about apt-spy, and since I only run
Debian at home currently (and not at tau), it doesn't matter much,
since all of the mirrors I tried were faster than my ADSL.
