That's exactly the symptoms.

There is nothing inherently wrong with having a local MTU larger than the path MTU. The problem only arises when a specific site filters icoming ICMP code 4 type 3. Even then, only the first packet that is actually larger than your PMTU will trigger the problem.

In short - certain sites, certain conditions. Then again - if those conditions do occure, they are very likely to occure repeatedly.
