This leaves two options: - the CPU really is 1.66 - Linux's cpu speed detection is faulty. I find it hard to believe (although anything is possible...) You might want to consider mailing the linux-kernel mailing list and inquiring. You should repeat all of the informatino we've been over, if you do that.
