The problem was an out-of-date BIOS version.
The laptop came with BIOS version kh.f 15 "preloaded", and this version did not support the 2.6 GHz cpu. After a "pleasant" conversation with HP's support personal, in which they tried to convince me that the problem was that I am running an "unsupported operating system" on my laptop, they mentioned that I should try upgrading the BIOS to the latest version.
Upgrading the BIOS did the trick:

- the CPU really is 1.66

You might want to consider mailing the linux-kernel mailing list and

Also, unrelated question - I see you have an ALI 5451 sound card. Does
sound work for you with the ALSA driver you're using?
The sound works fine. I compile the stock 2.6.[01] kernel with the following settings:
If you feel like it, I'd appreciate it if you give the OSS trident
sound driver a shot (CONFIG_SOUND_TRIDENT), especially if you end up
compiling 2.6.2. I made some not-so-trivial changes that are included
in 2.6.2.
