why 17%? where does that number come from?

According to http://62.219.95.10/misimmeruk/taxesconc.aspx the number should be 32.8%, of which 15.5% is VAT and 15% is import tax. As a business, you can claim the VAT part back through the usual means. Anyways, as has been mentioned before, importing a phone into israel is much more difficult than paying the tax for it.
