The only place I could think of, where the kernel needs something like a list
of users, is the quota system (actually, I've even lost track whether this
is now done in the kernel, or in user space). I guess that nobody else can
think of any other places as well - since nobody mentioned any. So Muli,
you're good to go ;-)
