In addition to Dia, there's also Inkscape ( http://inkscape.org/ ). It has a
different focus than Dia, but is also useful as an xfig replacement. And there
are also Apache OpenOffice Draw / LibreOffice Draw . All of those are open
source.

Like guy, I don't have high hopes of xfig supporting Hebrew properly, because
it is pretty antiquated.
