Assuming you are using vim. Put
set wildchar=<TAB>
in your .vimrc to get filename/tag/set/map/help item completion. You
can check what the current character is by just
set wildchar
I take it that wildchar defaults to TAB in RHL, but is something else
in debian. You can also peek into ~/.vimrc and $VIM/vimrc to find out
how the defaults differ in your two linux distros.

I think Bram Moolenaar ships vim with wildchar as ^E. So in debian,
you will most likely find the same. RedHat probably changed it to the
more intuitive (for bash users, default shell on RedHat) tab
character. It is ^E on FreeBSD also.
It is my opinion that what you have stumbled upon is one of the
reasons of RedHat's popularity - an attempt to maintain a uniform,
standard interface across all packages. Helps the newbies. No flames
on this comment, please.
