Ipchains and Iptables are basically packet filtering tools that allow you
to control what kind of network traffic you want the see/use.
 
Their use depends on your situation.

If you are in an isolated network (with a firewall already protecting you
from the internet), then ipchains/iptables don't add anything new.

If you are connected to the internet directly, or are using the machine as
a gateway to the internet, then ipchains/iptables can be used to protect
against many types of network attacks.
