Err. That's not the case.

TCP/IP is a suit of protocols which contains IP protocols like ARP/RARP to 
resolve routing and TCP protocols to handle assembling disassembling packets 
into streams and vice versa.

Protocols like ftp/http are application level(IIRC) ones which are on top of 
TCP/IP. They are for specific purpose.

Correct me whereever I am wrong.
