The filesystem will most probably never handle permissions... and whatever
the vfat module does is only a work around.

This is how you do it with the mount command

mount -o ro,showexec -t vfat /dev/hdb1 /mnt/windows/c

(add the showexec option to your fstab if you mount all your vfat systems
at startup)
