No. You don't have to pay for using it.

For Qt yes. If you are developing non-free applications with Qt you are 
expected to buy a professionla license which costs around 1500$ which includes 
supports and upgrades. It's available for windows as well as unix. Note that 
this is developer license and not user license. You don't have to pay to use 
it..
