The mandrake rpm has links to a page describing it.  Basically some stuff to
enhance speed - and then they've split the config across multiple files and
directories to make it simpler (not to the extent qmail does, thank god <g>) 

It's been some time, and I can't hunt that URL up on google (the developer of
the mdk apache rpm - some french guy - put that page up)

5 characters edit /etc/login.defs. Change the line that reads 
PASS_MIN_LEN 5, and change to your desired value. Example:
