Looking at the change log given in the URL below makes me think Suresh
probably is referring to the SGI optimizations. Which incidentally were 
not accepted by the Apache Group. Since then SGI terminated the project 
and as the URL says

  - Removed SGI optimizations, they are now unsupported by SGI =(
    Bad thing and good thing, since the patches had a bunch of casts and
    other constructs that ASF try to keep out of the code because it
    leads to very subtle bugs... If I have time, I will create an
    Apache-SGI package for contribs with the 1.3.14 version that will
    work in proxy mode.
